A stationary distribution of strongly nonisothermic weakly ionized hydrogen plasma parameters is obtained in the hydrodynamic approximation in a quasineutrality region in the transient layer between the plasma and a dielectric taking the ionization, charge exchange, diffusion, viscosity, and a self-consistent electric field into account. The ion velocity distribution function is determined with the help of the obtained self-consistent field potential distribution. The ion-sound oscillation frequency and the collisional damping decrement as functions of the wave vector in the plasma with the obtained parameters are found in the local approximation.
